TOMZN Electromagnetic RCCB Residual Current Circuit Breaker… is a residual current circuit breaker — earth-leakage protection for people.

A residual current circuit breaker compares the current flowing out with the current returning and trips when the difference exceeds its rating — which is what happens when current is leaking to earth, most seriously through a person. This is life-safety protection, and it is a different job from the overload protection an MCB provides; a full installation normally wants both.
